But the payment timing requirement is stricter than what borrowers experienced under SAVE or prior income-driven options. Other plans had a tolerance period before a payment was officially classified as late. RAP does not. For borrowers pursuing Public Service Loan Forgiveness - which requires 120 qualifying on-time payments while working for a nonprofit or government employer - a single missed deadline costs them that month entirely.

Why RAP Can Cost More Than SAVE

For some borrowers, payments under RAP may also be higher than under SAVE. SAVE calculated payments using discretionary income after excluding a larger share of earnings. RAP uses a straight percentage of adjusted gross income, which means the income shield is smaller for many earners.

What Happens to Public-Service Forgiveness Credit

CNBC reported the zero-tolerance consequence on July 12, 2026, citing student loan expert Mark Kantrowitz, who said other plans “have a tolerance before a payment is considered late.” The Education Department’s RAP fact sheet confirms the 30-year forgiveness timeline and income-based structure. Borrowers already enrolled in SAVE are being notified they must transition to a new plan within 90 days of July 1 or be auto-enrolled in a standard repayment plan.
