More than 20 U.S. military bases were damaged during the Iran war, and one Harvard researcher estimates the repair and rebuilding bill could reach $300 billion over five years. That figure sits far above the Pentagon’s publicly disclosed operational spending - and would turn a short conflict into a long-term construction and replacement program that has not yet been formally submitted to Congress.

What Was Damaged Across the Region

The attacks struck installations in Kuwait, Bahrain, Jordan, Qatar, and Oman. Damage included strikes on aircraft, radar systems, naval vessels, and base infrastructure. The USS Gerald R. Ford carrier strike group sustained damage, according to Fortune’s reporting. Admiral Brad Cooper, head of U.S. Central Command, confirmed the scale of the damage during a May congressional hearing.

The Pentagon acknowledged to Congress in May that its official cost figure of $29 billion - cited by acting Comptroller Jules Hurst - did not include base repair costs. Hurst told the House Armed Services Committee the figure covered only operational spending and equipment replacement to that point.

Why Repairs Cost More Than the Initial War

Linda Bilmes, a senior public policy lecturer at Harvard Kennedy School who served as Commerce Department chief financial officer under President Clinton, provided her $250 to $300 billion estimate in a June 24, 2026, interview with Fortune. The CSIS June 23 report placed direct operational spending at $34 to $42 billion - lower than the supplemental request, which encompasses future costs. The Christian Science Monitor published a cost breakdown on July 8, 2026, including both the CSIS figure and the Bilmes estimate.

The Gap Between Public Spending and Long-Term Liability

The base repair bill is not part of the reconciliation process currently being discussed in the House. It represents a long-term fiscal obligation that has not yet been formally submitted to Congress. The ceasefire collapse on July 8 means fresh strikes are continuing to expend munitions, extending the replenishment cost on top of the infrastructure damage already incurred.
