On July 1, the measurement window that determines the 2027 Social Security cost-of-living adjustment officially opened. The July, August, and September readings of the Consumer Price Index for Urban Wage Earners and Clerical Workers - CPI-W - are the only three numbers that will set the raise for more than 75 million Americans receiving Social Security and Supplemental Security Income. The Social Security Administration will announce the official COLA in October.
No other data, forecast, or projection changes that number once October arrives. The raise that starts appearing in January 2027 checks will be determined entirely by what inflation does over the next three months.
What the Forecasts Show Right Now
Current forecasts put the 2027 COLA between 3.7 and 3.8 percent. The Senior Citizens League held its estimate at 3.8 percent in its July 14 update. Independent analyst Mary Johnson reduced her estimate to 3.7 percent after June CPI data showed inflation cooling more than expected. Both forecasts represent a significant drop from the 4.7 percent figure Johnson projected as recently as June - driven by falling energy prices after the Iran ceasefire reduced oil pressure.
The current forecast, if it holds, would still represent a meaningful improvement over 2026’s 2.8 percent raise. At the average retirement benefit of $2,082.76 as of May 2026, a 3.8 percent raise would add roughly $79 per month. A 3.7 percent raise would add about $77.
Why the Next Three Months Matter More Than the Forecast
The three-month measurement window has delivered surprises before. A hot inflation reading in any of July, August, or September could push the final number higher than current forecasts suggest. A continued cooling - particularly in energy prices - could push it lower. The official number cannot be confirmed until the September CPI-W reading is released in mid-October.
The measurement covers only the third quarter’s average CPI-W compared to the third quarter average from 2025. Housing inflation, medical care costs, and food prices all contribute - but the formula uses CPI-W specifically, not the broader CPI-U, because it is weighted toward the spending patterns of working-age wage earners. Critics have long argued this understates the inflation retirees face, particularly on healthcare, which is why the COLA sometimes fails to keep pace with actual senior cost increases even when mathematically positive.
What to Do With a Forecast
The October announcement is the only authoritative number. Forecasts from the Senior Citizens League and independent analysts are the best available approximations - both have good track records over the past decade - but neither is official. For budget planning, treating 3.7 percent as a conservative estimate and 3.8 percent as the more likely outcome gives a reasonable range to work from. The SSA will send official notifications before January.
